Minutes of the Extra Ordinary Meeting of Heckington Parish Council held in the Council Chambers, St Andrews Street, Heckington on Tuesday 16th October 2018 commencing at 1900hrs

1. Chairman’s Welcome and Opening Remarks
i. The Chairman welcomed everyone to the meeting
2. To receive apologies for absence
Apologies were received and accepted from C/Cllr Mr B Young, D/Cllr Mrs S Tarry and P/Cllr Mr T Atkinson
3. To receive any declarations of interest in accordance with the Localism Act 2011
None received.
4. To consider any written requests for dispensations received at or before the start of the meeting.
None received.
5. Public Speaking Time – 15 minutes allocated in total. Members of the public are each allowed 3 minutes to make representations.
No contributions made.
6. To discuss possible financial support for Heckington Village Hall
The Chairman explained that this extra ordinary meeting had been called within the legal timeframes, because the Village Hall financial position is such that it would be unable to purchase the advised new boiler in order to maintain day to day services and facilities.
However, since calling the meeting she explained that the situation had continued to develop which meant there was no urgent requirement for financial support.
The Chairman updated Councillors with the general Village Hall situation and discussions ensued about the potential structural work required to the roof, drainage and flooring in the near future. She further explained that at the public meeting some weeks ago concerning the future of the village hall, it was majority voted by the public to try and renovate the building for future use. It is unlikely sufficient funds will be raised by the Village Hall Committee in the short term and consideration was given therefore to possible solutions as responsibility would fall to HPC in the event of certain situations.
It was suggested however, that in order for Councillors to make any decisions regarding potential longer term specific financial assistance, the exact extent and cost of the work to the building needs to be established first. Therefore it was suggested a full and up to date structural survey is sought.

Resolved – to arrange and fund a full and up to date structural engineering survey to establish the works requirements at the Village Hall
7. To confirm the date of the next full Parish Council meeting as Monday 29th October 2018.
