NOTICE OF A FINANCE COMMITTEEE MEETING OF HECKINGTON PARISH COUNCIL
Dear Sir/Madam
I hereby give you notice that the Finance Committee meeting of Heckington Parish Council will be held in the Parish Council Chambers, St Andrews Street, Heckington, on Thursday 14 November 2024 at 7.00pm. Members of the Press and Public are invited to attend. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

AGENDA
1. Chair’s Welcome
2. Public Forum: Fifteen minutes will be set aside for members of the public to ask questions or make short statements to the committee about finance related matters. The council may choose not to answer any question; a response may instead be given in writing. Matters raised may be added to an agenda for a future meeting. Members of the public are welcome to stay for the parish council meeting after the public session, but they are not permitted to speak during that meeting unless invited to do so.

5. To receive any reports of member’s interest, pecuniary or otherwise in relation to the agenda and any dispensations in accordance with the Localism Act 2011.
a) To elect a Chair to remain in post until the May Annual Parish Council meeting.
b) To discuss the review of all Contractors and Professional Service suppliers used by the Parish Council.
c) To discuss review of all parish council assets and liabilities.
d) To discuss the delegated powers relating to Star Fen
• To discuss Understand the process and obtain valuations.
• Obtain advice to understand the legal and regulatory requirements associated with the sale of the land to guide future decision making and to ensure compliance with law.
• Obtain advice to assist council to understand the legal and regulatory requirements associated with the potential sale of the land to ensure best value.
e) To discuss the budgetary process and precept setting (requirements for committees).
f) To discuss an application to the community ownership fund bid.
g) To discuss the requirement to appoint a new payroll services company (Autela Payroll Services at a cost of approximately £400 per year to include payroll and pension processing).
h) To review the emails from PKF Littlejohn dated 30 October 2024 in relation to objections lodged about the 2023/24 AGAR.
