               NOTICE OF A MEETING OF HECKINGTON PARISH COUNCIL

You are summoned to attend the meeting of Heckington Parish Council to be held in the Parish Council Chambers, St Andrews Street, Heckington on Monday 23 February 2026 at 7.30pm. 
 
Members of the Press and Public are invited to attend.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

AGENDA
 
The Parish Council may pass a resolution on any agenda item, even if the agenda does not specifically state ‘to resolve to approve’.  This wording ‘to resolve to approve’ in certain circumstances could be interpreted as predetermination.  The parish council have received advice from LALC in relation to this matter.

Fifteen minutes will be set aside for Members of the Public to ask questions or make short statements to the Council.  The Council may choose not to answer any question; a response may instead be given in writing.  Matters raised may be added to an agenda for a future meeting.  Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.

8. Minutes 
a) To resolve to approve the minutes of the Parish Council meeting held on Monday 26 January 2026.
 
9. General 
a) Policies for adoption or re-adoption further to amendment.
• Standing Orders
• Risk Register (this has been amended since approval at the January meeting of the Parish Council). 
• Record Retention Policy. 
b) To discuss the provision of a community noticeboard per the request from a member of the public. 
c) To consider an application to the Local Government Award Scheme (Bronze) at a cost of £130.00 (next round of applications are May and September 2026). 
d) To resolve to approve £180 plus VAT for Valuation of the War Memorial (last valued February 2023). 
e) To note that Eclipse PC Repair will not be able to provide service from 5 April 2026.   
f) To receive a recommendation from Councillor Wright in relation to dog waste bag provision. 
g) To receive an update from the Clerk in relation to the Fineturf agreement further to the January meeting. 
h) To discuss the guest speaker for the Annual Parish Meeting. 
 
i) Ratifications
i) To allow OpCourage use of the Chambers facilities to carry out their consultations with veterans free of charge. 
ii) To purchase an additional plan from UK Planning Maps at the request of NK Planning for the MUGA application.
iii) To purchase four storage containers for the Christmas lights from B&Q at a cost of £72.00. 
iv) To proceed with the emergency light drain and fire alarm test at the Pavilion carried out by Arion.
v) To delegate powers to the Clerk under Section 101 of the Local Government Act 1972 to liaise with Chatterton’s Solicitors on behalf of the Parish Council, based on consultation with Councillors, in relation to the lease between the CIO and the Parish Council. 
vi) To resolve to approve subscription to OS Maps at a cost of £34.99 per annum.
vii) To resolve to approve the purchase of lever arch files at a cost of £19.98.
viii) To resolve to approve the cost of whiteboards at a cost of £27.08
ix) To resolve to approve the appointment of Mr Wright to the role of Caretaker.
 
10. Health & Safety
a) To note that the following inspections have been carried out:
i) The FRA, emergency light drain and fire alarm inspections for the Parish Council Chambers 
ii) The FRA for the Workshop & Chapel
iii) The Emergency Light Drain and Fire Alarm Service for the Pavilion (and the annual Asbestos reinspection survey).
b) To note Arion’s findings in relation to the Evac Chair. 
11. Committees
The Parish Council Committees have not met since the last meeting of the Parish Council.
a) Allotment Management Committee
i) To receive an update from Councillors O’Connor and Gower in relation to proposals to move away from the Parish Council/Allotment Association hybrid management system to a more autonomous body in 2026/27 with a view to self management in 2027/28 requiring the creation of a formal lease agreement between the Parish Council and the Allotment Association. 
ii) To receive an update from the Clerk in relation to future Christmas Tree provision further to the resolution at the January meeting of the Parish Council to take on an allotment plot for this purpose. 
 
b) Pavilion
i) To receive any updates from the Chair and Councillor Davison in relation to any progress with the CIO. 
ii) To resolve to approve the delegation of powers to the Chair, Councillor Spencer and Councillor Davison to negotiate the Heads of Terms for the lease agreement with Mr Whitton. 
ii) To receive an update from the Clerk in relation to advice from Chatterton’s solicitors in relation to Mr Pinchbeck’s request to install a gate between the Manor and the Pavilion hardstanding dated 3 February 2026.
