Minutes of the meeting of Heckington Parish Council held in the Council Chambers, St Andrews Street, Heckington on Monday 24th February 2020 commencing at 1900hrs

1.    Chairman’s Welcome and Opening Remarks

i.    The Chairman welcomed everyone to the meeting.

5.    a. Minutes of the Parish Council Meeting held on Monday 27th January 2020 to be approved as minutes and signed.

Vote results – 7 x for, 0 against, 2 abstentions (Cllrs Mr A Garlick and Mr Woods)

Resolved – to approve and sign minutes as detailed above.

6.    Public Speaking Time – 15 minutes allocated in total. Members of the public are each allowed 3 minutes to make representations.

It was confirmed that an issue with a tree on the corner of Hale Road/Millview had already been reported.

To receive a report from the Police representative

No Police present, however it was confirmed that a 4-weekly ‘drop-in’ session was to commence very soon (subsequently postponed due to lockdown).

To receive a report from the County and District Councillors

County Councillor Mr B Young reported the following – 

a.    That the toilet facilities on Carter Plot layby on the A17 where to be closed on a date to be confirmed.  The Chairman commented that they were well used, but that maintenance has been an ongoing issue.

b.    The previously poor resurfacing of Banks Lane was scheduled to be actioned during late April/early May

c.    A consultation was being looked into regarding a potential one-way system in Heckington, along with the road marking issues within the village.

d.    Abbey Parks/A17 traffic issues – new signage is to be placed in order to inform drivers that there is a petrol station on both sides of the road.  Highways are investigating potential of lowering speed limits.  

The District Councillors reported the following –

a.    D/Cllr Mrs S Tarry suggested she would contact Hayley at NKDC, to get an update on the closing of the Local Access Point status.

b.    It was confirmed that the final date for consultation of the Boundary Commission amendments was 16th March.

c.    Community Champion nominations are invited.

d.    The Chairman moved to alter the agenda order and discuss item 12c whilst the D/Cllrs were still present – it was commented that the original planning application for 19/1651/FUL outlined a mixture of types of dwellings.  There is still a  requirement for bungalows in the village and Councillors were concerned with the application to alter the designs to semi-detached houses.  There may be an increase on the number of people residing in this type of dwelling, meaning more cars and less housing for older, less mobile residents.

To receive a report from the Clerk

i.    The Clerk reported that Pirate Gold, Lincolnshire Radio had visited the village for their broadcasted radio show to highlight the ‘Happy to Chat’ bench.

ii.    She confirmed that the cleaning of the Heckington Memorial had been ordered as per item 14 15th November 2019.

iii.    Letter received from resident requesting a memorial bench – agreed in principle but further information to be requested.

To discuss old play park area and receive results of risk assessments of new play park

The results of the external risk inspections of the play park were presented and it was agreed that Cllr Mr R Higgs, as the Playing Field rep, would investigate the report in detail and look into the requirements and report back to the Council in due course.

To resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 (if required) – Proposed by Cllr Mr R Doughty, seconded by Cllr Mr R Higgs.  Vote results unanimous.

i.    Update potential small claims court action

Due to the unfortunate and unexpected passing of the resident in question, it was unanimously agreed to proceed no more with the small claim in this instance.  No further action to be taken.
