You are summoned to attend the meeting of Heckington Parish Council to be held in the Parish Council Chambers, St Andrews Street, Heckington on Monday 27 October 2025
 
Members of the Press and Public are invited to attend.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

AGENDA
 
The Parish Council may pass a resolution on any agenda item, even if the agenda does not specifically state ‘to resolve to approve’.  This wording ‘to resolve to approve’ in certain circumstances could be interpreted as predetermination.  The parish council have received advice from LALC in relation to this matter.

Fifteen minutes will be set aside for Members of the Public to ask questions or make short statements to the Council.  The Council may choose not to answer any question; a response may instead be given in writing.  Matters raised may be added to an agenda for a future meeting.  Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.  If you would like to make comment during the meeting, please raise your hand if you are able to do so.

a) To resolve to approve the minutes of the Parish Council meeting held on Monday 29 September 2025. 
 
8. General 
a) Committees
i) To resolve to approve the appointment of Councillor Cocks to the Finance Committee. 
ii) To note that Councillor Davison will be standing down from the Allotment Management Committee and to elect a new member.
iii) To note that Councillor Davison will be standing down from the Cemetery Committee and to elect a new member. 
b) To resolve to approve the following policies:
i) Vexatious policy
ii) Volunteer policy
III) Complaint’s policy
c) To resolve to approve repainting of the War Memorial fencing further to approval by NK and to discuss the requirement for bollards to prevent further vehicular damage to the railings.
d) To review a request from Mr Pinchbeck to install a gate providing access to the Pavilion hardstanding. 
e) To ratify a decision to level off Burton Road Green.
f) To note the gas meter has been removed from the Pavilion and to receive an update from the Clerk in relation to the outstanding bill. 
g) Trees
i) To resolve to approve the re-siting of a Cherry Tree on the arboretum. 
ii) To resolve to replace a memorial tree on Godson Green planted in memory of the late Councillor, Mr Alun Israel. 
iii) To review proposals from Terra Firma in relation to the Walnut Tree on Hall Close (TPO).
iv) To note a request from a member of the public to fell a Cherry Tree in front of his property on the arboretum.
v) To resolve to approve the siting of a sponsored horse chestnut on the Godson Green.
 
9. Health & Safety
a) To receive an update from the Clerk in relation to Legionella testing and remedials across all sites.

The Committees have not formally met since the last meeting of the Parish Council. 
a) Events Working Group
To receive an update in relation to the Christmas light switch On, on Thursday 27 November 2025.
i) To ratify the purchase of a PA system and mics. 
 
c) Pavilion Committee
To note the road traffic accident on the Pavilion driveway involving a member of the public and street furniture. 
 
d) AMC
i) Anglian Water (elevated water bill this quarter).
