NOTICE OF A MEETING OF HECKINGTON PARISH COUNCIL 
 
Dear Sir/Madam
 
You are summoned to attend the Heckington Parish Council Staffing Committee meeting to be held in the Parish Council Chambers, St Andrews Street, Heckington on Thursday 4 September 2025 at 8.30pm.
 
Members of the Press and Public are invited to attend.  All members of the Parish Council Staffing Committee are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

AGENDA
 
The committee may pass a resolution on any agenda item, even if the agenda does not specifically state ‘to resolve to approve’.  This wording ‘to resolve to approve’ in certain circumstances could be interpreted as predetermination.  The parish council have received advice from LALC in relation to this matter.
 
The Staffing Committee operates within the limits of the agreed Terms of Reference and as such may need to make recommendations to full council for a resolution. 
 
1) Chair’s Welcome (Safety Announcements)
 
2) Public Forum: Fifteen minutes will be set aside for Members of the Public to ask questions or make short statements to the Council.  The Council may choose not to answer any question; a response may instead be given in writing.  Matters raised may be added to an agenda for a future meeting.  Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.  If you would like to make comment during the meeting, please raise your hand if you are able to do so.

6) Minutes 
a) To resolve to approve the minutes of the Staffing Committee Meeting on 26 June 2025.
 
7) General Matters 
a) To review Staffing Panel membership owing to the resignation of Mrs Susan Tucker and to elect a new member if deemed necessary.. 
b) To discuss the provision of a caretaker@heckingtonparishcouncil.gov.uk email account. 
c) To resolve to approve repairs to the iphone at a cost of £40 for use by the Caretaker including a protective case at a cost of £13.00. 
d) To resolve to approve a monthly contract with Lyca Mobile at a cost of £5 per month. 
e) Caretaker’s equipment requirements:
i) Compressor (health and safety, servicing and replacement), £60.00.
ii) ATV weed sprayer to replace the knapsack at a cost of £126.99. 
iii) 7.24m+ ladders at a cost of £262.99 from Screwfix.  
iv) Nuts, bolts, screws and nails selection.
v) Drill box kit (including attachments).
vi) Trolley truck, £100
vii) 4ft Shelving units for the COSHH cupboard.
f) To review quotes for servicing of the electric vehicle.
 
8) Finance 
a) To examine the staffing budget for 2026/27 financial year with a view to making recommendations to the Finance Committee and Parish Council. 
i) To review the Caretaker equipment, repair and service budget head.
• To review whether it is cost effective to continue to service and repair the mower/sweeper and to review options.
• Purchase of a new multi-tool and sale of redundant equipment.
iv) To allocate a budget for PPE. 
v) To discuss whether a reserve is required under the staffing budget head. 
v) To review the training, staff travel and expenses budget heads. 
vii) To consider the addition of new budget heads if required.

i) Salary review 2025/26 further to the announcement of the Local Government Pay Agreement for 2025/26. 
ii) To review the salaries budget for 2026/27 including NI and pension contributions.

iv) To review the Clerk’s overtime. 
v) To discuss private and confidential staffing issues.
