NOTICE OF A MEETING OF HECKINGTON PARISH COUNCIL 
 
Dear Sir/Madam
 
You are summoned to attend the Heckington Parish Council Pavilion Committee meeting to be held in the Parish Council Chambers, St Andrews Street, Heckington on Monday 1 September 2025 at 7.00pm. 
 
Members of the Press and Public are invited to attend.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

AGENDA
 
The parish council committee may pass a resolution on any agenda item, even if the agenda does not specifically state ‘to resolve to approve’.  This wording ‘to resolve to approve’ in certain circumstances could be interpreted as predetermination.  The parish council have received advice from LALC in relation to this matter.
The Staffing Committee operates within the limits of the agreed Terms of Reference and as such may need to make recommendations to full council for a resolution.

Public Forum: Fifteen minutes will be set aside for Members of the Public to ask questions or make short statements to the Council.  The Council may choose not to answer any question; a response may instead be given in writing.  Matters raised may be added to an agenda for a future meeting.  Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.  If you would like to make comment during the meeting, please raise your hand if you are able to do so.

6. Minutes
a) To resolve to accept the minutes of the meetings held on 6 March, 14 April and 2 June as a true and accurate record of those meetings. 
 
7. Health & Safety
a) To note that the Fire Risk Assessment has been scheduled for 15 October 2025.  
b) To note that Urisk will be on site on 13 October 2025 in relation to legionella testing and remedial work.
 
8. General Items
a) To note the EPC rating awarded to the Pavilion. 
b) To receive an update from Councillor Spencer further to a meeting with Smith’s Civil and Engineering in relation to their proposals for a MUGA.  
c) To discuss placement of the cricket storage unit further to complaints received from a neighbouring resident. 
d) To receive an update from Councillor Spencer in relation alterations to the fencing and storage at the Pavilion (at the request of the tenant, Mr Warrilow).
 
9. Finance
a)
i) To receive a summary of all improvement works to the building to date and associated costs in the 2024/25 financial year (does not include inspections or testing).

ii) To review the (outstanding) priorities list for 2025/26 further to an informal meeting of the Pavilion Committee (taken from the informal meeting of the Pavilion Committee on Sunday 8 June 2025 – completed works have been removed).
 

FRA Compartmentation, means of escape, cavities and voids.

  • Exterior side gate (locking mechanism).
  • Replacement fire doors (function room WC, bar to function room as the roller shutter door is not fire resistant; this will include creating a new access, function room to bar (double doors), boiler room, bar to corridor, corridor, loft)
  • Repair voids left by the electrician and to clad the loft hatch in the corridor with fire lined plasterboard.
  • The fire wall in the loft need remedial action.
  • Corridor storage/changing room wall does not meet required standard for compartmentation.
  • Fire alarms and smoke detection in the loft, store and cellar.
  • The ground surface presents a hazard along the escape route.  As a temporary measure the gravel grids from the old playground could be used to level out the ground at the base of the fire escape.
  • Fire extinguisher signage.

H&S flooring

Clerk to obtain a quote for the floor to be levelled off and resurfaced (from the function room through to the bar and within the accessible toilet)

Drains and guttering

Temporary repairs to seal in 2025/26  Replacement for future scheduling in 2026/27.

Legionella

Mandatory works scheduled for October 2025.  Outstanding remedial work will be scheduled for 2026/27

b) To review the budget for 2026/27 with a view conducting further research and making recommendations to the Parish Council with consideration of outstanding building work.

• Inspections/Testing (Legionella, boiler servicing, fire alarm, fire extinguisher, emergency light, FRA, Asbestos risk assessment, PAT)

Drain repairs (survey 18 needs to be re-surveyed which may lead to additional expenditure).  The estimate is based on lorry and CCTV for one day only.
