NOTICE OF A MEETING OF HECKINGTON PARISH COUNCIL
Dear Sir/Madam
You are summoned to attend the meeting of Heckington Parish Council to be held in the Parish Council Chambers, St Andrews Street, Heckington on Monday 27 July 2026 at 7.30pm.
Members of the Press and Public are invited to attend. All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

AGENDA
The Parish Council may pass a resolution on any agenda item, even if the agenda does not specifically state ‘to resolve to approve’. This wording ‘to resolve to approve’ in certain circumstances could be interpreted as predetermination. The parish council have received advice from LALC in relation to this matter.

Fifteen minutes will be set aside for Members of the Public to ask questions or make short statements to the Council. Members of the public are welcome to stay for the Parish Council meeting after the public session but are not permitted to speak during the meeting.

a) To resolve to approve the minutes of the Parish Council meeting held on Monday 29 June 2026.
9. General
a) To receive an update from the Clerk in relation East Heckington service provision.
• Defibrillator, East Heckington (AEDDonate.org offer a £300 discount from their Community Fund, £1,349.00 plus VAT, London Hearts £950.00, British Heart Foundation application for funding for a defibrillator, open until February 2027).

b) To review the quote provided by Richard Wells to carry out a full structural survey on the Chapel and Workshop at a cost of £750.00. Circulated on 8 June 2026.
c) To review the quote for the annual intruder alarm service at the Chapel/Workshop by Wilson Alarms at a cost of £104.00 plus VAT.
d) To resolve to approve the sale of the Honda push mower which is surplus to requirements and leaf blower which is no longer performing as required.
i) To resolve to approve up to £350.00 exclusive of VAT for the purchase of a new leaf blower.

10. Committees
The Cemetery Committee is the only Committee that has not met since the last meeting of the Parish Council.
a) Finance Committee, 13 July 2026
i) To receive a report from the Chair of the Finance Committee further to the meeting on Monday 13 July 2026.
ii) To discuss the use of Teams further to discussion by the Finance Committee on 13 July 2026 and to give Councillors the option to transition to a gov.uk profile (the Clerk is not on a gov.uk profile).
iii) To review the Parish Council Chambers CCTV provision along with quotes to install a commercial system at both the Parish Council Chambers and Workshop/Chapel. These will be circulated to Councillors ahead of the meeting upon receipt by the Clerk.
b) Staffing Committee, 13 July 2026
i) To receive a report from the Chair of the Staffing Committee further the meeting on 13 July 2026.
ii) To discuss and review the amended Terms of Reference as agreed by the Staffing Committee on 13 July 2026 (circulated 15 July 2026).
iii) To review the recruitment policy with a view its adoption. Circulated on 22 July 2026.
c) Cemetery Committee
i) To discuss progress in relation to memorial repairs and budgetary constraints.
• To note a request from the Clerk to divert £5,000.00 from reserves to the Cemetery budget head to be able to continue with memorial repairs.
ii) To resolve to approve expenditure for additional bulb planting up to £1000.00 exclusive of VAT from the Project Forget Me Knot budget head.
