Minutes of a meeting of Heckington Parish Council held in Heckington Parish Council, Council Chambers, St Andrews Street, Heckington on Monday 26th September 2022 commencing at 1900hrs

1. Chairman’s welcome and opening remarks
1.1 The Chairman welcomed everyone to the meeting and went through Health & Safety, fire procedures etc
1.2 One minute’s silence was observed in memory of Her late Majesty Queen Elizabeth II
1.3 The Chairman read out the following statement –
Sadly, the last two meetings, some members of the public have seen fit to abuse my fellow Councillors, and in the last instance, me personally. This has been upsetting for all the Council, as we try to do our best, and the comments were totally unfounded and undeserved.
This has been discussed at Sergeant level with Lincolnshire Police, and apart from them being appalled that people who give their time for the good of the local community, have had to suffer this, advise, that should this reoccur in any way again, I am to dial 999. They are aware that we have a meeting tonight and will be appraised of future meetings. This has been flagged so we will get an instant response. Notes have been made of the perpetrator of the last verbal assault, and although I agreed, as we all do along this table, that this was not acceptable, I thought it more prudent to try to carry on with what we are here to do - serve our village.
Regrettably, this is Julies last meeting with us. She has been a major player in our Councils organisation and has worked extremely diligently for a number of years. Always been able to advise the correct way to do things. I won’t say more because she doesn’t want me to. But we will miss her counsel and do sincerely thank her.

5. Minutes of the Parish Council Meeting held Monday 25th July 2022
5.i Proposed by Cllr Mr R Woods, seconded by Cllr Mr R Higgs it was resolved that the minutes were approved and signed. Unanimous vote.
5.ii Matters arising – P/Cllr Cooke thanked the Clerk for including the full transcript in the minutes of the last meeting.
6. Public Participation
6.1 Two residents gave thanks to the Clerk for her service and Cllr Kemmett made a formal proposal that the thanks were minuted.
7. Financial Matters
7.i To approve payments as listed separately – payments as listed in document tab were approved unanimously
7.ii The new format was explained by the Clerk, we are now fully using Scribe Accounting software.
7.iii The minus figure showing at item 190 was a £750 donation to Lives, the cheque was uncashed, presumed lost in the post, cancelled and sent as a bank transfer instead.
7.iv The previous old park at the playing fields has now successfully been transformed into an extension of the existing car park, completed in conjunction between the Parish Council and Lincolnshire County Council. However, the cost of the works is not included in these figures as yet.

7.2 The Clerk also reported that the external audit report had now been received and that the AGAR for 2021/2022 had been signed off with no amendments required.
8. To receive a report from the Police – none present
9. To receive a report from the County Councillor and District Councillors
9.1 The C/Cllr Key thanked the Clerk for her service.
9.2 He reported that the last full meeting had been put on hold due to the passing of Her Majesty Queen Elizabeth II but would now be the following day (Tuesday 27th September) at County Hall, he will be attending.
9.3 He reported his attendance and gave praise for the Proclamation, prepared by P/Cllr J Palmer and Clerk - J Hudson and delivered on The Village Green. He also attended the service at St. John’s Church in Great Hale.
9.4 He reported that in recent months he had been dealing with school transport issues affecting a few individuals which had now been resolved.
9.5 C/Cllr Key to arrange a meeting with Highways to address the ongoing issues with certain footpaths and roads that are in a poor state of repair.
9.6 He reported he was pleased to attend on behalf of the County Council, the Civic Service of the new chairman at St Denys in Sleaford.
9.8 D/Cllr Tarry reported that NKDC have added cost of living support to their web page, signposting to agencies that may be able to offer support to anyone who is struggling.
9.9 On behalf of the Parish Council, P/Cllr R Higgs raised the issue that, following the sad passing of Her Late Majesty Queen Elizabeth II, there was a total breakdown in the dissemination of information under the relevant operation from North Kesteven District Council. The matter needs looking into at a managerial level. D/Cllr Tarry to raise with the District Council.
Both County and District Councillors left the meeting at 1928hrs
10. To receive a report from the Clerk
10.1 The Clerk reported receiving a letter from Her Late Majesty Queen Elizabeth II’s Lady in Waiting, which thanked the residence of Heckington for the book of congratulations, photographs of the celebrations and artwork from the children at Heckington St Andrews Primary School to honour The Queen’s Platinum Jubilee.
10.2 The Clerk reported receiving a prior notification to upgrade a lamp post on a disused section of road north of A17, East Heckington. No comments required as it is unknown if planning permission is needed.
11. To receive reports from Councillor’s relating to their affiliation to local organisations.
11.1 P/Cllr M Cooke reported that she would be attending a meeting, at the beginning of October regarding the Swimming Pool.
11.2 P/Cllr D Long reported attending a meeting with the Allotment Association, comments will be added at item 17.
11.3 P/Cllr Mr A Garlick presented figures collated from the new SID devices on Sleaford Road and on Boston Road. The Boston Road device recorded that 91% of inbound traffic, and 71% of outbound traffic was travelling at less than 30mph, fastest car inbound was travelling at 52mph, and the fastest car outbound was travelling at 45mph. The Sleaford Road device recorded that 82% of inbound, and 28% of outbound traffic was travelling at less than 30 miles per hour, fastest car inbound was travelling at 66mph, and the fastest car outbound was travelling at 81mph.

13. To formally ratify the application by Quickline Communications Ltd to install a communication box on Parish Council Land at the junction of Oak Way and Sleaford Road (with consideration of wayleave costings)
13.1 P/Cllr Higgs has negotiated a wayleave which will be in place for 10 years and includes a one off payment (to the Parish Council) of £468 plus £3.90 per metre of underground cable, estimated at 25 metres.

14. To discuss and consider the erection of a formal flagpole in the village
14.1 It was agreed to apply for the relevant147 planning permission for two wall mounted flags, one for the Council Offices and one for The Village Hall. Costs to be confirmed upon planning approval. P/Cllr R Higgs to arrange.

15. To discuss East Heckington Notice Board
15.1 It was agreed to purchase a new notice board, in green aluminium, to include posts for East Heckington to be in keeping with Heckington.

16. To receive update on groundworks machinery
16.1 The Nilfisk machine has broken down again. P/Cllr J Palmer has negotiated the cost of a new Nilfisk machine down to £41,500+VAT, a saving of £5000. Negotiation continues as to which way it is paid for i.e., full payment or a lease option.
17. To consider and approve new allotment tenancy agreement, with provision for obtaining a deposit from new tenants to cover the cost of site clearance where necessary (refundable in line with conditions)
17.1 P/Cllr Mr D Long reported attending a meeting with the Allotment Association, it was discussed and agreed that the plot deposits would be as follows full plot £50, half plot £25 and quarter plot £10, to be held for the full term of the tenancy.
