Minutes of a meeting of Heckington Parish Council held in Heckington Parish Council, Council Chambers, St Andrews Street, Heckington on Monday 31st October 2022 commencing at 1900hrs

1.   Chairman’s welcome and opening remarks

1.1   The Chairman welcomed everyone to the meeting and went through Health & Safety, fire procedures etc

1.2   The Chairman reported that Lincolnshire County Council Highways are undertaking work to cut back the hedge on Boston Road.

1.3   Cllr Mr M West visited the owners of Abbey Parks, East Heckington, to offer his support following the recent fire.

1.4   The Chairman congratulated Heckington in Bloom on their achievement in winning a Silver Award. And reported that an official committee had now been formed.

1.5   The Chairman reported the arrangements for Remembrance Day and associated events; Heckington St Andrew’s Primary School pupils to place crosses at the Arboretum on Thursday 10th November. A wreath will be laid at the Arboretum and also at East Heckington on Friday 11th November. There will be the usual service at the War Memorial on Sunday 13th November, volunteers are required as stewards for the road closures, please.

5.   Minutes of the Parish Council Meeting held Monday 26th September 2022

5.i   Proposed by Cllr Mr R Higgs, seconded by Cllr Mr D Long it was resolved that the minutes were approved and signed. Unanimous vote.

5.ii   Matters arising 

The Chairman reported the costings of various lease options for the new Nilfisk machine, as follows:

5 year lease £51480.00 or £69243.60 (with maintenance)

3 year lease £47232 or £57918.96 (with maintenance)

For information only as decision had previously been made to use ring fenced machinery money for purchase.

5.iii   P/Cllr Higgs reported that it had been confirmed that the potential new position for the East Heckington notice board was not Parish Council land, therefore the new Notice Board will be placed roughly where the existing one stands.

6.   Public Participation 

6.1   A member of the public asked about the arrangements for the laying of a wreath at the Arboretum on Godson Avenue. P/Cllr Woods will lay the wreath at the Arboretum.

7.   Financial Matters 

7.i   To approve payments as listed separately – payments as listed in document tab were approved unanimously

7.ii   Proposed by P/Cllr Mr R Higgs, seconded by P/Cllr Mr R Wood

7.iv   Resolved – to approve payments as listed

7.2   To review and approve the half yearly figures.

7.2.i   The Clerk prepared and presented the half yearly figures for inspection and approval-figures as listed in document tab.

8.   To receive a report from the Police – none present

9.   To receive a report from the County Councillor and District Councillors 

9.1   C/Cllr Key confirmed a meeting has been arranged with Highways to assess footpaths and roads in Heckington.

9.2   C/Cllr Key reported that he had made an enquiry with Highways regarding trees that have been cut down near the Burton Rd crossing. Network Rail contacted the County Council to arrange for the trees to be cut back as they were obstructing the crossing, this was then arranged with the land owner. Lincolnshire County Council did not carry out the work. 

9.3   C/Cllr Key urged everyone to take part in the consultations regarding proposals for the new Reservoir. A major concern is the roads that could disappear, effectively cutting off villages from Heckington and a major route to the A52. Details for consultation dates can be found on Anglian Water Authority’s website.

9.4   D/Cllr Ogden agreed with C/Cllr Key’s comments and asked P/Cllr Higgs for an update on the complaint raised with the District Council regarding the dissemination of information following the passing of Her Late Majesty Queen Elizabeth II. P/Cllr Higgs reported that he had received a letter from the Chief Executive at NKDC which did not address the points raised. D/Cllr Ogden requested a copy of the letter.

9.5   C/Cllr Key reported receiving an agenda from the Highways Scrutiny Panel, the proposed 40mph limit for East Heckington is to be discussed at that meeting.

10.    To receive a report from the Clerk 

10.1   The Clerk reported that pre-planning advice had been requested for the wall mounted flag poles, discussed at the previous Parish Council meeting. A Planning Officer is dealing with the request. 

10.2   The Clerk reported receiving planning matters after the agenda had gone out. Details of the following had been emailed to Councillors:

10.2.i  Notification of Decision 22/1184/FUL Formation of access into field – Land on The South Side of Sleaford Road Heckington – Approved.

10.2.ii Planning application 22/1310/PNTEL Proposed upgrade to the existing 11.0m High Streetworks Pole. Proposed 17.5m High EE/H3G Phase 7 Monopole complete with wraparound cabinet to be installed on root foundation and associated ancillary works. A17 Old Road Disused Section of Road to North of A17, East Heckington.  

10.3   The Clerk reported that the TRF collection box for the recycling of used printer cartridges had raised £23 for the LIVES charity.

10.4   The Clerk reported that there is now an approximate occupancy of 95% at the allotments and thanked the volunteer who has been co-ordinating visits at the allotments. 

11.   To receive reports from Councillor’s relating to their affiliation to local organisations.

11.1   P/Cllr M Cooke reported that she has had a meeting with the new Chair and Treasurer of the Swimming Pool. They have offered to make a payment towards the loan. However, they are currently having difficulty setting signatories up with the bank due to recent changes within their committee and unable to make any payment at present. P/Cllr Cooke will meet with them again in the New Year, Councillors agreed to defer the matter until then.

11.2   P/Cllr D Long reported attending the AGM of the Allotment Association, and confirmed the Chairman, Treasurer and Secretary have all been elected to stay in post for another year.

11.3   P/Cllr Mr A Garlick presented figures collated from the new SID devices on Sleaford Road and on Boston Road. The Sleaford Road device recorded that 81% of inbound traffic and 45% outbound traffic was travelling at 30mph or less. The Boston Road device recorded that 92% of inbound traffic and 70% outbound traffic was travelling 30mph or less.

13.   To Review the Heckington Swimming Pool loan repayment 

13.1   Discussed at item 11

14.   To report the recent deterioration of repairs to the church wall

14.1   Following concerns raised by residents, the Chairman reported that a letter had been sent to the Church Warden and District Council to highlight the deterioration of the recent repairs to the church wall.

15.   To review and consider the recent request from Heckington Junior Football Club   

15.1   Heckington Junior Football Club are seeking permission from the Parish Council (as the land owner) to replace the existing storage containers with a new structure to house machinery and equipment. P/Cllr Higgs presented an example of the potential new structure to Councillors. Planning permission and grants will need to be applied for, therefore P/Cllr Higgs sought agreement from fellow Councillors to grant permission for the Football Club to go ahead.
