NOTICE OF A MEETING OF HECKINGTON PARISH COUNCIL

Dear Sir/Madam      

I hereby give you notice that the Annual Meeting of Heckington Parish Council will be held in Council Chambers, St Andrews Street, Heckington on Monday 22nd May 2023 at 7.00pm

Members of the Press and Public are invited to attend.  

All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

1.   Chairman’s Welcome and opening remarks

i. Election of Chairman for the ensuing year

ii. To receive the Chairman’s declaration of Acceptance of Office

iii. Election of Vice Chairman for the ensuing year

iv. To receive the Vice Chairman’s declaration of Acceptance of Office

v. To receive members declaration of Acceptance of Office

vi. To approve Cllr Mr D Long’s declaration of Acceptance of Office at next meeting 26th June 2023

3.  To receive apologies for absence

4.   To receive a declaration of interest in accordance with the Localism Act 2011.

5.   To consider any requests for dispensations received at or before the start of the meeting.

6.   Minutes of the Parish Council Meeting held Monday 24th April 2023 and the Parish Meeting held Thursday 11th May 2023.

7.   Public Participation

Fifteen minutes will be set aside for Members of the Public to make comments or suggestions.  There Chairman reserves the right to limit each individual to a maximum of 3 minutes.  No decisions will be taken on any issues raised, and items may be carried forward to the next meeting’s agenda.

8.   Financial Matters

i.   To approve payments as listed separately

ii.   To approve ‘in principle, subject to internal audit’ the Financial Audit figures for 2022/2023 (Annual Governance and Accounting Return 2022/2023, Form 3) and provide update on internal audit report

9.   Receive a report from the Police 

10.   Receive a report from the County and District Councillors.

11.   Receive a report from the Clerk  

12.   Receive reports from Councillor’s relating to their affiliation to local organisations and to confirm Council representation for the following areas of responsibility – 

i.   Allotments (HPC direct responsibility)

ii.   Cemetery (HPC direct responsibility)

iii.   Finance (HPC direct responsibility)

iv.   Village Hall (responsibility as Custodian Trustee)

v.   Pavilion tenancy/sports facilities (responsibility as Landlord)

vi.   Trees and environmental (responsibility of HPC owned areas)

vii.   Heckington in Bloom (liaison with local volunteer group in respect of HPC owned areas)

viii.   Heckington Community Swimming Pool (responsibility in respect of outstanding Loan)

13.   Planning Matters.   (The Parish Council does not have the power to approve nor reject applications – it is merely a consultee and can submit comments)
